TPEC has the capability to provide construction management, construction inspection and final certification for all types of environmental projects. Our experience is invaluable to waste management operations and real estate development projects. By providing field construction services, TPEC completes the cycle from concept and design through construction and operations.


TPEC field services can carry real estate and environmental management projects from start up operations to provide a smooth transition to the client. These services are provided as support to our design function or as a third party verification for designs and plans produced by others. City of Philadelphia,
Sanitation Division/Streets Department

Various solid waste transfer station and incinerator upgrades including overhead bridge cranes and rails, refuse compactor installation, water cooled charge hoppers, sediment sumps and grit removal and other infrastructure renovations and improvements.


Waste Management, Inc.

Numerous sites in Pennsylvania and New Jersey: Landfill expansion cells including subgrade preparation, HDPE liner, clay and synthetic capping, methane gas collection wells and collection piping, gas flare installation, leachate collection piping, sumps and transport systems, leachate treatment systems and sludge dewatering facilities and final closure capping and slope regrading and seeding. Sites included; GROWS Landfill, Morrisville, Pottstown Landfill, Pottstown, and Modern Landfill, Yorkanna, PA.


Community Refuse Service, Inc., Shippensburg, PA

Landfill liner and cap installation, leachate collection, pretreatment ammonia removal, equalization tanks, and tertiary leachate treatment facilities.


USA Waste Services, Inc., Charleston, WV

$14 million landfill development including liners, old waste relocation, leachate collection and gas collection.


Private Client, Santa Ana, Costa Rica

Landfill design and development including traffic routing, entrance and weigh facilities, clay landfill liners and dual leachate/methane collection system.


USA Waste, Gwinner, ND

Landfill development with synthetic liners, waste relocation and leachate management.


NEP Sand and Gravel, Shippensburg, PA

Developed sand and gravel quarry including blasting plan, material handling, primary breaker, and secondary crusher and screen installation.


NEP Lancaster, Narvon, PA

Operated clay processing quarry with micro screening/cyclone separation and product packaging.


USPS, Various sites

Developed/constructed a regional postal facility including site work and general construction of the building, utilities and appurtenances. Post Office upgrades include fit outs, handicap accessible facilities and site improvements including loading docks and parking facilities.


Jones and Bragg Strip mine, Ralston, PA

Strip mine reclamation utilizing sewage sludge.


A&M Composting, Lancaster, PA

Renovation of Beltzville Aerated Static Pile sludge composting facility including leachate collection sumps and pretreatment. Expanded the facility from 70 tons per day to 150 tons per day.


Mort Service Station, Philadelphia, PA

Provided oversight, confirmatory soil sampling and certification report for removal of 3 hydraulic lifts and a 275-gallon aboveground storage tank at an automobile service station.


McKesson Chemical, Inc., NJ

Managed closure of 78 aboveground storage tanks. The scope of work included: mobilization/demobilization; removal of insulation materials, including asbestos-containing materials; removal and disposal of residual tank materials; tank closures; dismantling, transportation, and reclamation of tanks and platforms; building demolition; and consolidation, characterization, and disposal of scrap materials.


Chrysler Motors Corporation Assembly Plant, Newark, DE

Provided design and construction supervision services for replacement of an existing tank farm for storage of motor oil, power steering fluid, transmission fluid, ethylene glycol (anti-freeze), and gasoline. The new tank system consisted of a state-of-the-art Tank Inventory Management System designed for leak detection, inventory monitoring, and automated recording.


Product Research and Chemical Corporation,
Gloucester City, NJ

Provided design and construction supervision for compartmentalized underground solvent storage tanks for MEK, toluene, and methanol. Provided design and construction supervision for transfer pumps and pipelines for solvent delivery and a vapor recovery system in the processing and production areas.


Confidential Client, New Brunswick, NJ

Managed removal of four 10,000-gallon USTs containing petroleum products at a truck rental facility. Managed installation of a soil and groundwater remediation system to address petroleum-related contamination.

Philadelphia Water Department,
Biosolids Recycling Center

Prepared a Request for Proposal (RFP) package for distribution to potential bidders, evaluated proposals from pre-qualified bidders, and reviewed submittals for design/build a 70,000 tons per year Thermal Drying Facility at the City of Philadelphia's Biosolids Recycling Center.


Superfund Site, Buena Borough, NJ

Prepared design plans and specifications and reviewed shop drawings for construction of a 500 CFM soil vapor extraction (SVE) system and a 500 GPM groundwater treatment system for removal of TCE and PCE from a Superfund site located in Buena Borough, New Jersey. The SVE system included a knockout pot, vacuum pump, and vapor-phase carbon absorbers. The groundwater treatment process included flow equalization, metals pretreatment, air stripping, and activated carbon adsorption.


Confidential Client, Harrison, NJ

Provided investigation, design, and construction supervision services for the implementation of an Environmental Cleanup Responsibility Act (ECRA) Plan which included installation of a composite cap, a stormwater collection system, a secondary containment system, and asphalt paving on a 5-acre site.


Envirite Corporation, Harvey, IL and Canton, OH

Provided design and construction supervision during modification of the containment system for twelve solid waste storage bunkers. The containment system consisted of steel and polyethylene liners, designed for compatibility with a wide variety of solid wastes while allowing installation and removal by an existing overhead crane.


Confidential Client, Indiana, PA

Provided turnkey services during design, permitting, installation, shakedown, startup, and operation of the groundwater remediation system for a site contaminated with chlorinated organics. The system was capable of remediating up to 20 gpm of contaminated groundwater and utilized pneumatically-operated groundwater recovery pumps. Groundwater treatment included particulate filtration, air stripping, and activated carbon adsorption.

Provided design, construction oversight, shakedown, and startup of a groundwater remediation system for a site contaminated with chlorinated organics. The system was capable of remediating up to 20 gpm of contaminated groundwater and utilized electric submersible pumps. Groundwater treatment included particulate filtration, air stripping, and activated carbon adsorption.


Confidential Client, Garden City, NY

Provided resident engineering services during installation, shakedown, startup, and operation of a soil and groundwater remediation system at a former chemical storage and distribution facility. The system was designed to remediate up to 1,400 gpm of groundwater contaminated with chlorinated solvents and incorporated conventional pump-and-treat technology. A portion of the treated groundwater was used for in situ soil flushing, with the remainder of the treated groundwater being discharged to surface water through a permitted outfall.


Dutchess Landfill, NY

Supervised closure activities including capping, installation of synthetic liners, gas vents, leachate collection system, and stormwater cut-off and drainage system.


Camden County Municipal Utilities Authority, NJ

Provided engineering studies for corrosion control, plant water system rehabilitation, and CPM schedule to upgrade a 75 MGD plant. Preliminary Treatment Facilities - Prepared an operation and maintenance manual and conducted operator training. Sludge Processing Facilities - Conducted engineering studies for design of pressure filters and centrifuges, centrate pump stations, and chemical systems for sludge conditioning, including lime stabilization, ferric chloride addition, and acid wash. Provided design services for steel bulkheads, plant water systems, roads, service water systems, power distribution studies, and stormwater collection systems.


Hu-Kao Industrial Estates, Taiwan

Prepared pre-engineering investigation, detail design, and construction management for a 2 MGD wastewater treatment plant. The installed system incorporated extended aeration activated sludge processes. Prepared drawings and specifications for design of the Phase II expansion of 2 MGD wastewater treatment plant. Design activities included pre-engineering investigation, detail design, and construction management. The Phase II expansion included installation of three filter presses to replace the existing dry sand bed.


Tu-Cheng Industrial Estates, Taiwan

Prepared pre-engineering investigation, detail design, and construction management for a 4.2 MGD wastewater treatment plant. The installed treatment system incorporated conventional activated sludge processes. Prepared pre-engineering investigation, detail design, and construction management for an 8 MGD wastewater treatment plant. The installed treatment system incorporated oxidation ditch processes.
